PART- A
ACTION PLAN OF GOVT. SAIHA COLLEGE, SAIHA FOR 2007-08
The following Action plans were proposed for 2008 -2009
1. Opening of new courses like Commerce, Geography, Public Administration at UG level.
Received permission from the Govt. of Mizoram, and the other process related to appointment of qualified candidates for the new faculties is going on. Once appointment is made, applications may be called for admission.
2. Construction of new RCC building for the college. It is likely to be started within the financial year.
3. Computerization of Library and for administrative department. One computer was bought for this purpose. The process is going on.
4. Procuring advanced technology for effective teaching. Not yet done.
5. Conducting Seminar, sponsored by NAAC
Two seminars were conducted in Govt. Saiha College during the reporting year. Out of the two, one was organized at District level on “ Mizo tawng Ziak tan Dik” (How to write correct Mizo language) held on 27.9.2008 and the other one was organized at State level, on “Enhancement of Quality Education in Higher Education” organized by IQAC, Govt. Saiha College, in collaboration with NAAC, Bangalore, held on 13 and 14-Nov.-2008. The particulars had already been sent to NAAC, Bangalore separately just after the seminar was over.
6. Improvement in Co-curricular and extra- curricular activities
7. Conducting Special Tutorial/ Remedial teaching programme Special Tutorial/Remedial teaching programme was conducted in November -2008 and January – February 2009.
8. Spoken classes to be started. Not yet done. Trial is going on.
9. Depute those Lecturers who have not completed Refresh/Orientation programmes.
Two Lecturers were deputed to complete Orientation programme at Shillong.
10. To depute non-teaching staff under Govt. of Mizoram.
11. Encourage lecturers to take up project works, research work etc. Dr. Chawngkhuma Chawngthu has submitted his ‘synopsis’ to UGC for project work. Dr. Zohra is trying to pursue Post-Doctorate.
PART B
1. ACTIVITIES REFLECTING THE GOALS AND OBJECTIVES OF THE INSTITUTION
To achieve the goals and objectives of the institution, the following activities are carried out:
a. Regular class
b. Regular weekly tests
c. Home assignments
d. Co-curricular and extra-curricular activities
e. Various sub-committees under IQAC have been set up to initiate and speed up various activities connected with the quality development of the students and the college.
2. NEW ACADEMIC PROGRAMMES INITIATED (UG and PG)
The academic programmes prepared by Mizoram University have been followed here in all aspects. Programmes such as opening of the college for the year 2008 after Christmas vacation, time for the term examinations, submission of examination forms, University examinations, daily routine and other programmes etc. are being followed in toto.
3. INNOVATIONS IN CURRICULAR DESIGN AND TRANSACTION
Though the curriculum is designed elsewhere, it is at the institution level that the curriculum is being implemented by undertaking various relevant and co-ordinated activities by the college authorities and the staff. As such, in order to implement the designed curriculum, various steps were taken by various sub-committees, under IQAC, NAAC at the college level.
4. INTER-DISCIPLINARY PROGRAMMES STARTED
Both lecturers and students are active not only in academic field but in sports field also. As such, they never let any chance slip away without being utilized it. During the reporting period, some teachers participated in inter-departmental sports meets held at District level at Saiha, the head quarters of the district as well as at State level at Aizawl, the capital of Mizoram.
5. EXAMINATION REFORMS IMPLEMENTED
Apart from conducting regular weekly tests and giving Home Assignments by the department concerned, Terminal Examination and Selection Examinations were conducted at the college level to develop self-confidence and practice in presenting the contents in proper order. Besides this, at the end of every academic year, students are prepared for the University Examination being conducted by the Mizoram University. As per the University rules, every subject has to be cleared in the University Examination in order to pass on to the next higher class. In addition to the sincere internal invigilators, External invigilators were also appointed to create an Examination atmosphere in the campus and to discourage any kind of malpractices. Rules and guidelines framed by the University from time to time are being strictly adhered to while conducting examinations to develop quality and honesty in the minds of the students.
6. CANDIDATES QUALIFIED: NET/SLET/ GATE etc.
Candidates recruited for the post of Lecturers are NET qualified. Only NET qualified candidates are interviewed by the subject experts and appointed only when one is found fit. NET is not a final qualification to get appointment but only an eligibility to apply for the post of lecturer.
7. INITIATIVE TOWARDS FACULTY DEVELOPMENT PROGRAMME
At present the college has got only Arts faculty. The Arts faculty consists of the subjects such as Political Science, History, Education, Economics, English, Mizo, and Sociology both at the Pass Course level and at the Honours level.
So, in order to satisfy the long standing demand of the needy poor students of Saiha District, other faculties like Commerce, Geography and Public Administration are under consideration and are likely to be introduced in the near future.
8. TOTAL NUMBER OF SEMINARS/WORKSHOPS CONDUCTED
Two seminars were conducted in Govt. Saiha College during the reporting year. Out of the two, one was organized at District level on “ Mizo tawng Ziak tan Dik” (How to write correct Mizo language) held on 27.9.2008 and the other one was organized at State level, on Enhancement of Quality Education in Higher Education” organized by IQAC, Govt. Saiha College, in collaboration with NAAC, Bangalore, held on 13 and 14-Nov. - 2008.
9. RESEARCH PROJECTS
Newly implemented:
Dr. Chawngkhuma Chawngthu, Reader, Deptt of Sociology, Govt. Saiha College has prepared synopsis on “Impact of Social Change with special reference to Mara Society” and submitted to UGC. Waiting for the green signal from UGC.

At present three research scholars have been doing research work. Of the three, one has been awarded Ph.D by NEHU.
The other two have registered under Mizoram University, Aizawl, Mizoram.

Mr. C. Zohupa, Principal, Govt. Saiha College, Saiha had been awarded a “Certificate for Dr. Meghnad Saha Award” by Indian Institute of Oriental Heritage.

1. Mr. C. Zohupa, Principal, Govt. Saiha College, Saiha had been awarded a “Certificate for Dr. Meghnad Saha Award” in recognition of his high scholastic order and patronage to the cause of research and development in the study of many tributaries of Oriental Heritage such as Literature, Language, Art and culture and for the propagation, modernization and
popularization of all braches of ancient and knowledge, linked in a befitting manner with modern perspectives, Indian Institute of Oriental Heritage awarded him the above mentioned one.
2. Vanlalruala, Selection Grade Lecturer, Govt. Saiha College, had been award Ph.D. by North Eastern Hill University, Shillong, on “ Electoral Politics in Urban Mizoram: A case study of 1987 Assembly Election in Aizawl Town”. A warm and hearty congratulation is showered upon him.
16. INTERNAL RESOURCES GENERATED
Teaching and non-teaching staff of Govt. Saiha College had joined their hands together to construct the canteen in the College Campus, for the steady supply of Tea and other eatables with reasonable standard and quality at reasonable rate. The rent from this canteen is a source of income for the staff-welfare association. Another canteen of stationery supply is
active under cooperative society. Both teaching and non-teaching staff of the college are active members of the society.
Besides this, we have Staff Welfare Association to which every member contributes a sum of Rs. 50/ per month. These are the internal resources generating agencies.
17. Details of departments getting SAP, COSIST (ASSIST)/DST, FIST, etc. assistance/recognition Nil.
18. COMMUNITY SERVICES
Most of the teaching and non-teaching staff are actively involved in NGO’s such as YMA, MTP, KTP church activities etc. which contribute valuable services to the society. Some of these lecturers who have been involved in NGO’s organized relief camps in cyclone affected villages and helped in constructing ‘make-sift’ buildings for the victims. They collected and contributed a handsome amount and donated to these cyclone affected victims.
NSS also organize programmes like ‘literacy Campaign’, ‘Aids awareness campaign’, ‘Cleanliness Drive’ etc. at the village level and district level to make the people aware of the problems of the present world and to prepare them to protect themselves against such eventualities.
19. TEACHERS AND OFFICERS NEWLY RECRUITED
As the Government of Mizoram could not make regular appointments against the vacant posts, the Govt. recruits new candidates who are NET qualified and appoint them on contract basis. As such 14 contract basis lecturers are appointed in Govt. Saiha College.
20. TEACHING –NON-TEACHING STAFF RATIO
There are 24 regular lecturers and 14 Contract Basis lecturers. There are 16 non-teaching staff are working in Govt. Saiha College. The ratio of Teaching and non-teaching staff is roughly 2:1.
21. IMPROVEMENTS IN THE LIBRARY SERVICES
In order to improve Library Services the following steps are taken:
1. A new building, Assam type, was constructed exclusively for Library from the UGC Building fund.
2. To look after the matters connected with Library Development, a sub-committee, under
IQAC, NAAC has been set up. The committee discusses various issues, passes resolution, makes proposals and takes follow-up actions to expedite the passed resolutions.
3. As per the demand of the various departments, many books were procured according to the requirements of the departments.
4. The librarian was detailed to attend trainings from time to time to update his knowledge and to acquaint him with the recent developments made in the field of Library Science.
22. NEW BOOKS/JOURNALS SUBSCRIBED AND THEIR COST
As mentioned earlier, Text books, Newspapers and Journals were subscribed as per needs. During this reporting year, some more books were purchased to meet the demand of the students and 5 (five) journals were subscribed to a tune of Rs.3750/- per annum.
23. COURSES IN WHICH STUDENTS ASSESSMENT OF TEACHERS IS INTRODUCED AND THE ACTION TAKEN ON STUDENT FFEDBACK
Student assessment of teachers is introduced and it is very active. Students Assessment of Teachers is treated as very important feedback for the improvement of the faculty. From the student feedback, the department and the individual teacher concerned are informed and advised to pay attention to the area where he / he is found weak.
24. UNIT COST OF EDUCATION
Total LOC received from the Government of Mizoram for the salary and maintenance of the institution for the whole reported year was Rs. 1,54,44000/-. Total enrolment of the students for the academic year 2007-08 was 146. Hence the unit cost of education for the reporting year was Rs. 1,05,78.00/-.
25. COMPUTERIZATION OF ADMINISTRATION AND THE PROCESS OF ADMISSIONS AND EXAMINATION RESULTS, ISSUE OF CERTIFICATES
It is being done. Two computers have been purchased this reporting year in addition to the existing 5 computers the “Computer Academy” has been established. Dr. Sundaram and D. Eliyas are looking after the Academy.
26. INCREASE IN THE INFRASTRUCTURAL FACILITIES:
DoNER Ministry, under the Union Government has taken up the task of the construction of College main building. The estimated amount is about Rs. 2 crores. The construction work is likely to be started soon.
A ring road, around the college campus, on the line of the college boundary, has been constructed under the scheme NREGS.
Maintenance of Approach Road to College is to be taken up by PWD shortly.
27. TECHNOLOGY UPGRADATION:
ROT and DTH have been installed in the College campus, near the main building for the benefit of the students. As of now, the set has been sent to the company for upgradation.
28. COMPUTER AND INTERNET ACCESS AND TRAINING TO TEACHERS AND STUDENTS
Yes. Computer training for teachers and students was taken up in the last session.
29. FINANCIAL AID TO STUDENTS
Every year financial aid to students is extended in the form of Post-Matric Scholarship.
30. SUPPORT FROM THE ALUMNI ASSOCIATION AND ITS ACTIVITIES
Yes. Alumni selected their Office Bearers who often met, discussed problems connected with the development of the College and made proposals. During the reporting year, the Alumni Association held 3 times meetings.
31. SUPPORT FROM THE PARENT-TEACHER ASSOCIATION AND ITS ACTIVITIES
Parent – Teacher Association is active in this area. It is this association that felt the need of introducing the new courses, discussed matters and made proposals to the College authority to take steps to open new faculties like Commerce, Geography and Public Administration at the UG Level.
32. HEALTH SERVICES
Health services such as sanitation, cleanliness drive, Aids Awareness Campaign etc were conducted in the college. It also observed, “No Tobacco Week” to make the public aware of the harmful effect that smoking brings in. Posters were made and pasted along the roadside walls to attract the attention of the public and to take note of it.
33. PERFORMANCE IN SPORTS ACTIVITIES
Students as well as teachers participated in sports activities and inter-department activities held at Saiha and at Aizawl.
34. INCENTIVES TO OUTSTANDING SPORTS PERSONS
Best boy and best girl among the students were selected on the basis of their performance in curricular, extra and co-curricular activities. Apart from these, their sincerity, punctuality, attitude towards the institution and the teachers were taken into consideration while selecting a person for giving incentives.
35. STUDENT ACHIEVEMENTS AND AWARDS
Students are active both in curricular, co-curricular and extra-curricular activities. As such, whenever there are sports and games, interdepartmental competition, social activities in collaboration with the society, the students show interest and take part in it. They also take part in quiz competition, debate, essay competition held at district level and state level. An Annual Magazine of Govt. Saiha College has been prepared and published by the students and teachers for the Academic year 2008-09.
36. ACTIVITIES OF THE GUIDANCE AND COUNSELLING CELL
There are always individual differences among the students due to their background or strained relation with their parents and relatives or other reasons. So the problematic or delinquent and depressed students were selected and their cases were studied without the knowledge of other students. The results of the case study were analysed and remedial
measures were taken to help them to tide over their critical situation. Outcome of such studies showed encouraging results.
37. PLACEMENT SERVICES PROVIDED TO STUDENTS
Every year Students’ Union election is held to elect candidates for students’ leaders for the standing ‘Students’ Union’. The students’ union cooperates with the college authorities to carry out different healthy practices both inside the college campus and outside the campus along with the society.
38. DEVELOPMENT PROGRAMMES FOR NON-TEACHING STAFF
The Govt. of Mizoram used to conduct Training Programme for the non-teaching staff to enhance their efficiency and get to know the latest developments in their fields. As such, to attend the training programme under ATI (Administrative Training of India), some of the non-teaching staff were detailed. Apart from this, non-teaching staff were detailed to
undergo training in computer education, Library management, pay fixation, GPF, Pension etc.
39. BEST PRACTICES OF THE INSTITUTION
The following best practices were carried in the institution during the reporting year:
1. Special Tutorial/remedial Coaching classes
As Saiha, the headquarter of Saiha District, is located at the remote and backward tribal area, the input we get is found to be weak in English and in other subjects. So besides the regular classes, Special Tutorial/ Remedial Coaching Classes were found necessary. So departments such as English and Education conducted Special Tutorial/ Remedial Coaching
Classes w.e.f. 2.12.2008 to 13.12.08 and 2.2.09 to 12.2.09 free of cost for the weak and needy students.
2. Creative Publications
Teachers are active not only in academic field but in the creative field too. During the reporting period, the following creative writings were published by some lecturers of govt. Saiha College.

3. Renovation of Building
The people of Saiha is fortunate enough to get a RCC building shortly to be sponsored by DoNER Ministry. Till the time, the institution gets a new building, the authority has taken steps to repair and properly maintain the existing Assam Type building and gave a new look by white washing and painting the walls at the beginning of the Academic session.
4. Regular Class-Test and Home Assignments After the inception of IQAC, all the faculty members joined together to chalk out constructive programmes to improve the quality of the students. As such, regular class Tests were conducted by the individual departments. Evaluated answerscripts were returned to the students so as to enable them to understand their weak areas so that they could pay extra attention and focus on that particular weak spot. Further, for the continuous evaluation of the students’ performance, Home-Assignments were also given to the students. Evaluated Home-assignments were returned with comments to help them to improve it.
5. Maintenance of Cumulative Record To understand the performance of the students from time to time, a cumulative record was maintained for easy reference of the performance of them at various times to extend any helping hand, if needed.
6. Joint meeting with parents and NGO Leaders
The institution has already set up “Alumni Association” and “Parent-Teacher Association” and co-ordinated their activities. They used to have meetings to discuss various issues connected with the society and the College, prepare and submit their proposals to the College authority for onward processing. They pressurize the Government of Mizoram to solve
the issues for the development of the College. As a result of such joint meetings and co-ordination, the need of the society was felt and a memorandum was submitted to the Government of Mizoram to introduce new faculty such as Public Administration, Geography and Commerce at the UG level. The government is processing the genuine demand of the people and is likely to be introduced during the coming Academic session.
7. A record to record the teaching efficiency of the Lecturers is being maintained as a guideline to monitor their performances and feedback, if found necessary, is being given for improvement.
8. News Letter In order to encourage the creative ability of the teaching staff and the students of the institution, News Letters are being published on Quarterly basis. Articles, Jokes, College News and interested world news etc found place in the News Letters. It is distributed to the public free of cost.
9. Blood Donation Camp
In order to help the needy persons and to work with the community, the institution had organized ‘Blood-Donation Camp’ once during the reporting year. Many students and lecturers donated their valuable blood.
10. Financial Contribution Some of the lecturers of this College who have been actively involved in NGO’s, took active part in organizing camps in those villages which were affected by the recently blown cyclone. They, apart from organizing camps to help the cyclone
victims, they virtually helped in constructing ‘make-shift’ buildings for the cyclone-victims. They collected and donated a handsome amount of money to meet the immediate needs of the cyclone-victims.
11. Students’ Assessment of Teachers Govt Saiha College has given a chance to the students to assess their teachers on the basis of their efficiency in teaching, regularity, punctuality, affability and overall performance. The result was analised and used as a constructive
feed back.
40. LINKAGES DEVELOPED WITH NATIONAL/INTERNATIONAL, ACADEMIC/RESEARCH BODIES
Dr. Chawngkhuma Chawngthu, Reader, Deptt of Sociology, Govt. Saiha College has prepared synopsis on “Impact of Social Change with special reference to Mara Society” and submitted to UGC. Waiting for a positive reply from UGC.
41. ANY OTHER RELEVANT INFORMATION.
1. Under IQAC, 16 sub-committees have been formed to take various constructive steps for the qualitative development of the college and the students. These various committees used to have regular meetings to chalk out programmes and action plans to be taken up from time to time for the betterment of the students.
2. Flower Garden has been made around the campus to give a new look to the campus.
3. IGNOU Special Study Centre has been functioning in the College Campus with more than 350 students in BPP, BDP (B.A.). and M.A.
4. “Convergence Scheme” under DEC has been working in Govt. Saiha College which is being activated by IGNOU. B.Com., M.A. in English, M.A. in Public Administration, M.A. in Economics etc are offered.
5. Social forestry is maintained in the College Campus. Around 250 Coffee seedlings are planted and are being looked after properly.
6. Social Services like “Sanitation and Cleanliness Drive” have been done with the community.

DETAIL PLANS OF THE INSTITUTION

13. Construction of RCC for College main building may likely to be started in this academic session.
